In a nutshell, I have been in the US for the past 5 years, but was attending graduate school up until March 2002...therefore, unable to claim US residency while on a F1 student visa. Now that I am done and continue to work in the US, I believe I can claim residency starting on Jan 1, 2003. As I read it, this whole 3520 business applies to US citizens or residents only...not non-residents. If this is the case, then I won't have to complete anything extra until the 2003 tax year...at which time, I will need to fill out 3520-A to indicate what my RSP value is, and 3520 to indicate my recent RSP contribution and transfer between my two RSP accounts.
