He can visit for up to six months at a time as a visitor. In addition, if he applies 30 days (no less and not much more) before 6 months is up, he can ask to have the six months as a visitor extended. If you want to make it more official, you will have to import him officially as a husband (you get married) or simply as a conjugal or common-law partner. Living in Canada or Ethiopia will NOT jeopardize his US Army or Social Security Pensions. However, once he has been in Canada living with you or just visiting you for more than 183 days in a calendar year, his US pensions are both taxable in Canada.
