If you have been living together on weekends while your husband visits from the US and you can not go to the US because of health and legal issues, you might qualify as a conjugal partner. Evidence of a conjugal partnership would be joint bank accounts for a year, commingling of assets, joint ownership of a car, friends and relatives accepting you as a couple, etc.. However, your use of the word fiancée likely means that you are not yet a couple and will have to get married to qualify even if your relationship is a year old. Your description of your husband to be's skills would likely mean that he could apply for and get a job in Canada and be sponsored by a potential employer much faster than you can get him in (with the ability to work) with you as a sponsor. Your income of $12,000 per year does "not" qualify you to sponsor a husband from outside Canada. However, if you apply from within Canada when your husband is in Canada, there is no income test.
