QUESTION: I am a citizen of the United States and my friend is a citizen of
Ukraine. We would both like to become citizens of Canada and have duel
citizenships. Is that possible?

yes but you will have to jump through a lot of hops to accomplish it.
Start at http://www.cic.gc.ca/english/immigrate/index.html
You could come as landed immigrant Permanent Residents, live here for five
years and get Canadian citizenship. If you do not qualify to come on your
own as skilled workers, you can come and work here (assuming you get job
offers) and get more points to qualify yourselves after working here a year.

You need 67 points to qualify. I do not know whether your friend is a
prospective mate of either sex. Remember that Canada allows same-sex
couples to immigrate as well as common-law partners and even conjugal
partnerships which is an ephemeral relationship where people are a couple
but have not married and do not live together because something is stopping
them.
DUAL Citizenship -
The US allows you to remain a US citizen.
The Ukraine has two main types of people as well as several sub groups. The
two main groups are the Ukrainian Identity and the Russophones. A third
group is a mixture of both who speak neither Russian nor Ukrainian but a
mixture of the to languages.
When the Ukraine became a country in 1991, dual citizenship was not
recognized. Later a clause was added to allow people to have
Russian/Ukrainian citizenship to recognize the 25,000,000 Russophone
Russians to keep their Russian citizenship even though they automatically
had become Ukrainian citizens. Officially the Ukrainian government only
recognizes dual citizenship with a country with who they have signed a
treaty recognizing the situation.
Therefore, Your friend (as it stands today) will officially lose their
Ukrainian citizenship if they take out Canadian citizenship.
