QUESTION:
I've been reading IRS Topic 420 - Bartering Income and CRA IT-490 Barter
Transactions. From these two publications, I gather that bartering is
taxable.
What about the work permit issues? Is offering my services in exchange for
your services considered "working" in Canada?
I am a U.S. citizen in Canada on a NAFTA work permit which allows me to work
only for a single employer and prohibits me from attending any professional
course.

Even volunteering for nothing is considered working if you are volunteering
at something that someone would have to be paid to do if you were not doing
it for nothing.
However, if you are here as a NAFTA professional under 1603.D, you may hold
more than one work permit as I understand it.
As for attending a professional course, under IRPR 215(1)(c) you may apply
for a study permit after entering Canada if you hold a work permit.
