QUESTION:
Hello Mr. Ingram,
I am a dual citizen of both the US and Canada but I am currently a resident
of Canada (for the past 10 years) and will be living and working in Canada
for the time being after graduating from college recently.
I am trying to attempt to purchase a new vehicle in the US to bring to
Canada to use but the major issue here is that the car has been banned by
the Registrar of Imported vehicles (www.riv.ca) so it cannot be
imported/insured in Canada.
Apart from attempting to import the vehicle into Canada as that is not an
option, would it be possible to register and insure the car in the US to
drive and use in Canada? Would this also be possible for a car that can be
insured in Canada (as per RIV) but instead I opted to register/insure it in
the US?
The reason being is I may return to work in the US relatively soon and
importing a car back and forth would be expensive in terms of taxes and
importation fees.
Are there any special procedures or rules I should know for dual-citizens
that wish to purchase/insure a vehicle in one country but use in another?

You can NOT do what you want to do. If you are a resident of Canada, you
can not even drive a US rental in Canada without risking its being seized.
Either buy one that qualifies and pay the duty or more sensibly buy one in
Canada that will qualify to go where you want to. For instance, you can buy
a car in Nevada that does not qualify to register in California.
If and when you move back to the US, the duty will be nil or very little.
You should also be able to buy most North American cars cheaper in Canada
anyway.
