Have any changes occured to this process since your June 1997 Article. And
can I apply from within the US to have my Vistor B1 changed to a TN if I

The changes were between 1993 and 1994 when Mexico was added and the TC
(Treaty Canada) visa became a TN (Treaty NAFTA). the major change was that
a TC was recognized as a Dual Status visa and a holder could be intending to
apply for a green card in the future. Today if you tell the issuing officer
that you are intending to apply for a green card and your application for
the TN will be rejected.
Although a TN can be renewed by mail through the Lincoln, Nebraska office,
the first one has to be obtained at a US POE (Port of Entry). That POE
could be a Mexican/California port if you were living in San Diego or
Florida if you went to the Bahamas or Virgin Islands for a vacation and
applied as you came back to the USA. It does not have to be a Canadian
border POE.
Glad to help you with it and of course, you are well off to send your first
year (and later) to us as well.
