I live in Toronto and I have a small criminal record in the States and was
just refused entry for the first time. I now want to obtain a waiver visa
or anything else that I could do to make my travels to the States easier
as I need to travel to the US frequently and it is very important to me
and my business. Is there anything I could do to speed up the waiver
process? and ever more so is there anything I can do to get my record
removed/pardoned? Thank you.

Waivers are taking a year now. As you get one, you have to start over on your next application. Do NOT take a chance and try and sneak in now that you have been warned.
Under EXPEDITED REMOVAL RULES You can end up imprisonned and fined $5,000 and banned from the US for five years if you get caught now.
I would love to help you but I am in Vancouver and you live in Toronto and it is the middle of Income tax preparation season and I am just too busy.
Check with Pardons Canada at http://www.pardons.org/
They are on St Clair in Toronto and can help you with the waiver you need.
They cannot get you a pardon because your record is in the US but they can assist you with your waiver.
You have my sympathy and my empathy. I had to get a waiver once and it is a demeaning and demoralizing process.
Sometimes I think it is an advantage to me that I have gone from Plus $5,000,000 to bankrupt, been divorced (and in the middle of a divorce now) and had to get a US waiver. Gives me more empathy for some of the problems my enquirers have.
