I am a US citizen, looking to move to Victoria, BC in December or January to be with my significant other. I dont know where to start. What do I have to do to be able to work in Canada, live in Canada, get citizenship? We will probably get married eventually.

I do not know where to start either.
If you get married, he or she can sponsor you. Otherwise, you will have to qualify to come on your own as a student or as a worker.
To work, you will need a working visa. If you happended to be an engineer or a CPA or an actuary or any one of 61 other occupational groups (go to www.centa.com - click on [entering the USA] and read the list for the US TN visa to see them all), you could get a job and come in a day under the North American Free Trade Agreement (NAFTA) designation but if no degree or the 'wrong' degree, it can be a problem.
