Your email came from BC so I will answer as a BC question. The answer WILL be different in other jurisdictions because they do not have the homeowner grant.
In BC, all residential properties get the same tax bill.
However, if the homeowner lives in the property, they get to claim a homeowner grant which applies to all homes under about $572,000.
The grant is $470 if the owner is under 65 and $745 if the owner is 65 or older.
